An Ordinance providing for the approval of Subdivision Plats, Registered Land Survey Plats, and Common Interest Community (CIC) Plats by the County Surveyor before Recording, pursuant to Minnesota Statutes, Chapter 389.09, Subdivision 1:

THE COUNTY BOARD OF DOUGLAS COUNTY HEREBY ORDAINS:

Section 1 – PLAT APPROVAL:

All subdivision plats filed under Minnesota Statutes, Chapter 505, Registered Land Surveys (RLS) filed under Minnesota Statutes, Chapters 508 and 508A, and Common Interest Community Plats (CIC/Condominiums) filed under Minnesota Statutes, Chapter 515B must be approved by the County Surveyor prior to recording.

Section 2 – FEES

The owner and/or proprietor of the subdivision plat or Registered Land Survey or Common Interest Community Plat shall be charged a fee for the review and approval of the plat in accordance with a fee schedule established by Resolution of the County Board of Commissioners. Final Checking fee for Plats, CIC and RLS as follows: $150/plat + $15/lot-unit.

This Ordinance shall be effective on adoption by the County Board of Commissioners at their meeting of November 22, 2005.


NOTE: Before any Subdivision Plat, Common Interest Community Plat, or Registered Land Survey can be recorded in the County Recorder’s Office, it must be checked and approved by the County Surveyor for compliance with appropriate state statues and ordinances. The land surveyor who prepares the plat is responsible for submitting check prints of the proposed plat and copies of required documents. The initial checking process usually takes 10 to 15 working days. The County Surveyor’s Office has published two manuals to aid in the checking and review process as listed below.

Subdivision Plat Manual

The Douglas County Public Works, County Surveyor Plat Manual has been compiled using contents of Minnesota Statutes, Chapters 505 and 508, and the Plat Manual of Minimum Guidelines prepared by the Minnesota Society of Professional Surveyors and the Minnesota Association of County Surveyors. Additions and amendments have been added to reflect the requirements in Douglas County.

CIC Manual

The objective of the Douglas County Public Works, County Surveyor CIC Manual is to produce an area wide standard, by outlining policies and procedures to assist private surveyors in the preparation of, and a guide to county surveyors in the checking of, Common Interest Community Plats (CIC Plat). This manual should only be used as an aid for checking (CIC) Plats in Douglas County, Minnesota and is a supplemental guide to Minnesota Common Interest Ownership Act, Minnesota Statutes, Chapter 515B. The information contained in this manual is based on the CIC Manual of Minimum Guidelines prepared by the Minnesota Society of Professional Surveyors and the Minnesota Association of County Surveyors and the Hennepin County CIC Manual, which should also be referred to for examples.
